The Senate sitting in Kitui today saw the Members of the County Assembly censured for delayed legislation of key county projects specially KICOTEC.

During the Senators-MCAs committees meeting of Finance and Budget held at the assembly where top County Treasury officers attended, the Senators led by Chairperson Sen. Mahamud Mohamed said there was need to fast-track legislation of bills to allow smooth implementation of devolution in the counties.

“We are appealing to the County Assemblies to speedily pass legislation regarding key projects to ensure proper implementation of devolution”. He said.

Bungoma Senator Moses Wetangula pointed out the need for Ward Reps to keenly focus on their roles as constitutionally enshrined calling on them to shun finger-pointing and focus on their mandate.

“I want to challenge the MCAs in this county that your work on the part of legislation and representation is what shall enhance the work of the Governor and the county executive.” He said.

Further, He said there was need to sort hitches that may arise saying the assembly had powers to solve many issues without alarm.

Nominated Senator Isaac Mwaura said there was need for counties to effectively implement projects meant to improve livelihoods for Persons Living with Disabilities (PLWDs).

Senator Mutula Kilonzo called on the assembly to consult the Senate in accessing timely and comprehensive information crucial if the wider public are to meaningfully participate in government decision making.

Chairperson Sen. Mahamud Mohammed said the county government comprises the executive and the assembly and both arms have a role to support each other to deliver on their mandate.

Governor Ngilu explains the origin of KICOTEC

“Allow me share with you my Kitui experience. In February 2018, just about 6 months after I took office, I made a visit to India to market our green grams, dubbed ‘Ndengu revolution’.

On the sidelines I had an opportunity to tour Brandix Apparel City in Visakhapatnam City in India. I found all the world renown designer apparel brands being made there for export to Europe and America.

Surprisingly, the employees working at Brandix were of very low academic levels, but they still produced high quality garments for the renown designer brands in the world.

I saw an opportunity.

I took the courage to set up an ultra-modern apparel factory in Kitui which we have named the Kitui County Textile Centre (KICOTEC). We began construction in April 2018, and at the same time procured the sewing machines.

We identified and trained unemployed village boys and girls who have hardly gone beyond primary school from our 40 wards in the County. We started with 320 of them. We trusted their hands and their little education, and now they are making export quality garments.

We are now planning to go on 24 hours operation which will double this number, and set op two more plants in the next two years.

When we opened our doors in October 2018 we immediately received orders from schools and other learning institutions.

We are now producing uniforms for national government administrators, thanks to the support of His Excellency President Uhuru Kenyatta.”
